A policeman: predator or protector?

Quoting Egypt Today

Another shooting took place on November 22, when Adel Al-Shahed, a
lieutenant in the Giza police force, allegedly shot and killed Tamer Abd
Al-Hameed Mashoor, 31, in front of Mohandiseen’s Shooting Club.

Al-Shahed’s brother was allegedly fighting with Mashoor’s brother over a car accident near the club. When Mashhoor rushed from a coffee shop in Dokki
to help, Al-Shahed allegedly fired several shots, one of which hit Mashoor in
the stomach, while another hit a friend of Mashoor in the foot, according to
Al-Masry Al-Youm. Al-Shahed claimed he fired in self-defense after Mashhoor hit
him with a baseball bat.

A crowd surrounded Al-Shahed, disarmed him and took him to the police station. As of press time, Al-Badeel had reported that Al-Shahed was being held in police
custody while under investigation.

Then the officer was sentenced to one month prison and a fine

My question is: Is a policeman in Egypt a protector or predator? Where does his power start and where does his authority end?
